Speed limits on Edsall Road and S. Pickett Street in the West End will be reduced from 35 to 25 mph in April.
The reduction will apply to the full length of Edsall Road from S. Pickett Street to the city limits, and Yoakum Parkway between Stevenson Avenue and Edsall Road.
The Traffic and Parking Board had approved the speed limit reductions on Oct. 27, 2025. The board had also approved a new design for Yoakum Parkway featuring narrowed travel lanes, protected bike lanes, improved pedestrian crossings and traffic-calming measures.
The speed limit change is part of the city’s Vision Zero initiative, which seeks to eliminate traffic fatalities and serious injuries by 2028. According to data presented to the Traffic and Parking Board, there were more than 100 crashes on the city’s portion of Edsall Road from 2019 to 2024. These include three with severe injuries, 34 with non-severe injuries, 42 angle crashes, 12 pedestrian crashes, and 4 bicycle crashes. On Yoakum Parkway, there were 11 crashes with one severe injury in the same time period.
City data shows speeds on Edsall Road ranged from 31 to 39 mph for 85% of drivers, though top speeds can exceed 60 mph. On Yoakum Parkway, 85% of drivers travel between 34 and 39 mph.

When the City developed its Vision Zero Action Plan, one of the most common concerns heard from the community was speeding. Lowering speed limits is one of the most effective steps we can take to respond to that concern and improve safety for everyone who uses our streets. Over the past five years, there have been more than 100 crashes along these corridors, including several that resulted in serious injuries. Speed plays a major role in both how often crashes occur and how severe they are. At 35 MPH, the risk of serious injury or death is significantly higher than at 25 MPH.
