Construction starts on first residential buildings at former Landmark Mall site

The WestEnd redevelopment replacing Landmark Mall has kicked off construction of its first residential buildings, developer Foulger Pratt announced.

Developers broke ground on the two Aspect buildings (Blocks E and G, 5801 Duke Street), which will be connected by a sky bridge. Construction began as the developers secured financing from Atlantic Union Bank, with Truist Bank serving as administrative agent.

“We are thrilled to see the first multifamily residential building begin construction at the former Landmark Mall site,” Jay Kelly, senior vice president of Foulger Pratt, said in a news release. “This milestone represents the culmination of years of planning and collaboration with the City of Alexandria and our partners to bring a transformative vision to life.”

The seven-story Aspect buildings will have 390 apartments and about 66,000 square feet of ground-floor retail. Spanish immersion day care center Tierra Encantada has already been announced as a tenant for a 16,000-square-foot space in one of the Aspect buildings.

Delivery of the Aspect buildings is estimated in early 2028.

Developers say the WestEnd development is an example of a project moving forward amid an economic climate in which many developments are stalling.

“Breaking ground on a project of this scale despite today’s economic uncertainties speaks to the strength of Alexandria and the long-term potential of the West End,” Kelly said.

It has been nearly four years since demolition of the former Landmark Mall began. The 52-acre redevelopment, led by Foulger Pratt with partners Silverstein Properties and Howard Hughes Communities, will provide more than 2,500 new residential units, a relocated Inova Alexandria Hospital with a Cancer Center and Specialty Care Center, 300,000 square feet of retail, four acres of parks and open space, and a transit hub. The city is considering relocating one of its fire stations to the development.

Inova has already started construction on its new hospital campus and is targeting a 2028 opening date.
