The WestEnd redevelopment replacing Landmark Mall has kicked off construction of its first residential buildings, developer Foulger Pratt announced.

Developers broke ground on the two Aspect buildings (Blocks E and G, 5801 Duke Street), which will be connected by a sky bridge. Construction began as the developers secured financing from Atlantic Union Bank, with Truist Bank serving as administrative agent.

The Eisenhower West Landmark Van Dorn Implementation Advisory Group will meet Monday, Sept. 29, to discuss progress on the redevelopment of the former Landmark Mall site and other West End projects.

The advisory group will meet at 7 p.m. at the Patrick Henry Recreation Center, 4653 Taney Ave. The agenda includes progress on the WestEnd development and updates on other key West End projects.

A proposal to build a 275-unit workforce housing multifamily apartment building on the southwest portion of the sprawling WestEnd development is heading to the Alexandria Planning Commission.

Plans for the seven-story development from landowner Foulger Pratt and its partner Landmark Holdings LLC call for a seven-story structure with 210 parking spaces (a reduction from the 327 required spaces), with 80% of the units available for between 80% and 120% area median income. The proposal heads to the Planning Commission on Thursday, Oct. 9.

Alexandria’s plan for the development of its West End just won a top award from the Virginia Chapter of the American Planning Association (APA).

After years of discussion, the City Council adopted the AlexWest Small Area Plan last December. With the massive WestEnd mixed use development working to unveil several new buildings, and Inova at Landmark poised to open in 2028, the plan recommends significant expansion of Dora Kelley Nature Park, a new public park adjacent to the Winkler Botanical Preserve, and a new park at the corner of Seminary Road and N. Beauregard Street.

A plan to build 110 townhouses on the southeast portion of the sprawling WestEnd development is heading to the Alexandria Planning Commission.

City Council approved the four million square-foot redevelopment at the former home of Landmark Mall in 2021, with blocks L and M reserved for for-sale residential development. Blocks L and M, along Duke Street near N. Van Dorn Street, take up more than 100,000 square feet.

The Alexandria City Council will consider making electric scooter rides cheaper in the poorest areas of the city at its meeting on Tuesday night (March 12).

Council will vote at City Hall (301 King Street) on allowing staff to apply for a $200,000 grant from the Better Bike Share Partnership’s Living Lab Program. The city would have to contribute $20,000 toward the effort, which is intended to increase the ridership with an outreach campaign and by lowering prices for electric scooters and e-bikes in Arlandria and the West End.

On Tuesday (Feb. 6), the Planning Commission will conduct a public hearing on Inova’s sign plan for the 10.4-acre development on the 52-acre WestEnd property that was formerly home to Landmark Mall.
