31-story tower with up to 775 apartments proposed in Alexandria’s Carlyle neighborhood

A proposed 31-story tower in Alexandria’s Carlyle neighborhood could become the tallest at-grade building in the city, according to a new report from the Washington Business Journal.

Aldie-based Red Fox Development Co. wants to build a 700,000-square-foot, 350-foot-tall residential-over-retail building at 2425 Mill Road.

Red Fox president Adam Peters pitched the concept last summer, and it’s since grown by eight stories to the current proposal of 31 stories. That would make it the tallest building at grade in the city, leaving the 333-foot-tall George Washington National Masonic Memorial the tallest at sea level, Peters said.

“Our focus is certainly on this right now and bringing great retail and architecture and vitality to the area and the amenities that will be a part of the project will absolutely do that,” Peters told ALXnow.

Peters is no stranger to the area, and as a vice president at The JBG Companies, worked on development of the 520-unit Foundry apartments at 2470 Mendeville Lane, which is right around the corner.

“This is just a wonderful growing area,” Peters said. “You have the Wegmans, the movie theater, the new Atlas Brew Works, and then you layer on top of that the access to transportation with the Metro and I-495.”

The property is owned by the Hoffman family, and the building would be located in Block 3 of a coordinated development district, in a vacant three-acre lot across the street from the Wegmans at 150 Stovall Street.

“There are certainly going to be market rate units,” Peters said. “The unit mix will have large, two bedrooms, regular one-bedrooms and junior one-bedrooms.”

The property is also near a recently approved 110-unit apartment building, and the 26-story, 420-unit apartment building Meridian 2250 at Eisenhower Station.

While the proposed contract and construction prices haven’t been disclosed, Peters hopes to get city approval by the end of 2026, break ground by 2027, and barring unforeseen circumstances ideally open in 2030.

Peters also said the company would contribute to the city’s Affordable Housing Trust Fund.

Cooper Carry is the architect and H&R Retail is in charge of retail leasing, Peters said.
