Vice Mayor Sarah Bagley to serve as 2026 chair of N. Va. Transportation Commission

The Northern Virginia Transportation Commission plans to elect Alexandria Vice Mayor Sarah Bagley as its new chair this week.

Bagley currently serves as the commission’s vice-chair and is a member of its Program Advisory Committee, following her initial appointment in 2022. This is in addition to her role as chair of the Virginia Railway Express’ Operations Board.

Alexandria’s vice mayor is expected to succeed Chair David Snyder as NVTC selects new officers during its meeting at 7 p.m. Thursday, according to a press release. She will be joined by incoming Vice-Chair Matthew F. Letourneau of Loudon County and Secretary-Treasurer Maureen Coffey of Arlington. According to the release:

The Northern Virginia Transportation Commission will vote on new officers for 2026, including Chair Sarah Bagley of the City of Alexandria, discuss efforts during the upcoming General Assembly Session to establish sustainable funding for public transit, and authorize comments for Metro’s proposed budget and capital program during its monthly meeting this Thursday.

As the region’s “premier transit organization,” NVTC’s mission is to bring regional partners together to “plan, coordinate and secure funding for transit systems that are financially sustainable and high performing.”

Bagley was first elected to City Council in 2021, won reelection in 2024 and began leading as Vice Mayor in January 2025. She is also the executive director of nonprofit Chisom Housing Group, which “provides supportive services to residents living in affordable housing communities in 12 states,” according to her NVTC profile.

She is also “an avid bike rider and public transit customer.”

“Sarah will advocate for transit-related programs, safer streets for all, and environmentally sustainable solutions for residents, workers, business owners and visitors to Alexandria,” her profile reads.

Bagley, who resides in Old Town, is a graduate from The College of William and Mary and holds a juris doctor from The Catholic University Columbus School of Law. Prior to her City Council service, she was an active participant with the Alexandria Democratic Committee and Moms Demand Action.

On Thursday, the commission will also hear updates on plans to secure state funding in the 2026 General Assembly, in addition to deciding whether to authorize comments on the Washington Metropolitan Area Transit Authority’s proposed budget, according to the release.

The meeting will be held in the first floor conference room of the Navy League Building at 2300 Wilson Blvd in Arlington and will also be available to livestream on YouTube.
