Two opposing events will be held in Alexandria this week ahead of the April 21 statewide referendum on redrawing congressional maps.

Virginia Democrats have been pursuing the mid-decade redistricting in response to similar actions in states across the country to gain party control of Congress in November’s midterm elections. A recent Washington Post-Schar School poll shows 52% of likely Virginia voters favoring redistricting. Even if redistricting advances in Alexandria, the city would remain within the 8th Congressional District.

As the federal government shutdown stretches into its third week, Alexandria’s congressman and Virginia’s two U.S. senators have all declined their salaries while approximately 13,000 federal workers in the city go without pay.

Rep. Don Beyer, D-Va., announced he would have his pay withheld for the duration of the shutdown. During a telephone town hall, Beyer told a constituent that, while the 27th Amendment ensures members of Congress continue to be paid during shutdowns, he had requested that his salary be withheld in solidarity with federal workers.

Don Beyer, D-Va., whose district includes Alexandria and has one of the largest concentrations of federal employees in Congress, said Tuesday that federal workers are guaranteed back pay “without question or exception,” pushing back against Trump administration warnings that retroactive pay is not assured during the government shutdown.

Beyer, who sponsored the 2019 bipartisan legislation guaranteeing back pay, called the administration’s memo an attempt “to frighten federal employees and their families as a negotiating tactic, which is despicable.”

U.S. Rep. Don Beyer introduced legislation Friday that would allow federal employees to withdraw up to $30,000 from their retirement accounts without penalties during the ongoing government shutdown, offering potential relief to thousands of Northern Virginia workers facing missed paychecks.

The Emergency Relief for Federal Workers Act would waive the 10% early withdrawal penalty that federal workers under age 59 currently face when making hardship withdrawals from their Thrift Savings Plan accounts. The bill would also allow employees to restore withdrawn funds to their retirement savings later.
