ICE arrests former Del Ray restaurant worker convicted of unlawful filming in bathroom

U.S. Immigration and Customs Enforcement has arrested a man that had been sentenced for unlawful recordings in a Del Ray restaurant bathroom.

ICE said in a release on its “worst of the worst” arrests, Joshua Gabriel Car Hombrebueno, 21, of Oxon Hill, Md. was arrested earlier this week. In August, he had been sentenced to serve 179 days in jail after being found guilty of making hidden camera recordings inside the employee restroom of Gustave Boulangerie & Brasserie (2213 Mount Vernon Avenue) in September 2025. ICE said Hombrebueno is from the Philippines and is not legally in the U.S.

An Alexandria Sheriff’s Office spokesperson told ALXnow Hombrebueno was being held at the William G. Truesdale Alexandria Adult Detention Center from Aug. 6 to Oct. 12.

“On October 12, 2026, he was transferred to ICE custody, pursuant to a federal arrest warrant,” the spokesperson said.

A spokesperson for the U.S. Department of Homeland Security told Patch Hombrebueno legally entered the U.S. in 2024, but his legal status changed due to the criminal proceedings.

Hombrebueno, a former Gustave employee, had been suspended by the restaurant after his arrest and was later fired.

On Sept. 20, 2025, a customer reported that she and her minor daughter used an employee restroom at the restaurant, since the public restroom was occupied, according to a search warrant affidavit. The mother told police that she saw the cabinet doors of the bathroom vanity cracked open, and that she opened it to find a phone propped up on a roll of toilet paper.

The phone was recording for approximately 30 minutes, and the mother said she watched the video from the beginning and saw the person who set up the phone.

Unlawful filming is a Class 1 misdemeanor, but it becomes a Class 6 felony if the victim is a minor. Hombrebueno was sentenced to five years in jail, all suspended with five-year probation and a required sex offender registration, for the unlawful filming of a minor charge. He was also found guilty of two misdemeanor counts of unlawful filming, one with a sentence of 179 days in jail and another 179 days in jail suspended on uniform good behavior and probation.
