A 49-year-old Alexandria woman and her 40-year-old boyfriend are being held without bond after she allegedly encouraged him to pay for sex with her juvenile daughter.

The mother was arrested Oct. 10 and charged with production of child pornography and possession/distribution of child pornography. The male suspect, who lives in Manassas, was arrested Oct. 11 and charged with rape, aggravated sexual battery, indecent liberties with a child under 15 and possession of child pornography.

Police were alerted of the situation on Oct. 9, when a a juvenile reported that her 15-year-old friend had been raped at her home in the 3800 block of Mount Vernon Avenue in the city’s Arlandria neighborhood, according to a recently released search warrant affidavit. Police interviewed the victim, who told police that she’d been sexually assaulted by her mom’s boyfriend since she was 11.

The victim told police that “while her mother was at work, she would text (her daughter) and tell her that (the suspect) was coming over to their residence and that he was bringing her food. (The victim) and the suspect would go into the bedroom, he would give her food, wait for her to finish eating” and would then allegedly rape her, according to the search warrant affidavit.

The victim told police that the suspect “would usually leave money or send (the mother) funds through electronic transfer,” according to the search warrant affidavit.

The victim told police that her mother ordered her to have sex with the man, that her mother took pictures of her in various states of undress and text them to him.

The Alexandria Sexual Assault Center and Domestic Violence Program is available 24/7 to listen and help at 703-746-4911.

“If you are a neighbor and know that an abusive incident is occurring, call the police immediately,” the city said. “Calling the police is simply the most effective way to protect the victim and children from immediate harm.”
