City Council to weigh human services grant changes, finalize defense contractor expansion deal

The Alexandria City Council will consider a new framework for distributing human services grants and finalize agreements tied to a major defense contractor’s expansion when it meets Tuesday for its monthly legislative session.

The meeting begins at 7 p.m. following a 5:30 p.m. executive session at City Hall, 301 King St. The session will also be available via Zoom and broadcast on government Channel 70.

One of the most significant items involves authorizing the city manager to execute performance agreements with Systems Planning & Analysis Inc., which announced earlier this month it will create 1,200 new jobs over five years as part of a $46.9 million expansion. The Alexandria-based defense contractor, founded in 1972, purchased its 239,000-square-foot headquarters at 2001 N. Beauregard Street and plans extensive renovations.

The agreements include both a Commonwealth’s Development Opportunity Fund performance agreement, tied to a $9.2 million state grant, and a local performance agreement outlining the company’s commitments to community partnerships and hiring priorities for Alexandria residents.

Council will also review a framework for the fiscal 2027-2029 Alexandria Fund for Human Services grant cycle, which distributes city funding to local nonprofits providing social services. The framework follows community engagement sessions and survey responses from potential grant recipients.

The council will hear a presentation on the city receiving the Virginia Plan of the Year Award from the American Planning Association’s Virginia chapter for the AlexWest Plan, a comprehensive planning document for the city’s west end.

Other business includes consideration of an application for a fiscal 2026 Virginia Emergency Shelter Upgrade Assistance Grant and discussion of the council’s upcoming schedule. The meeting will feature proclamations recognizing September as National Preparedness Month and Hispanic Heritage Month.

Council members will provide oral reports on their service on regional boards and committees, including the Metropolitan Washington Council of Governments and Northern Virginia Transportation Authority. An executive session will address investment of public funds and potential real estate acquisitions or dispositions, with specific details kept confidential under state law.
