The City of Alexandria will relocate more city services this month as part of ongoing preparations for major renovations to City Hall and Market Square, with construction set to begin in January 2026.
More than 400 city employees will relocate from their current offices to temporary or permanent spaces throughout Alexandria. Several departments have already moved, including the Office of Housing, which relocated to Banker’s Square in August.
Two major relocations are scheduled for late September. On Sept. 25, the Department of Finance’s Real Estate Division will temporarily move from City Hall to 100 N. Pitt St. The following day, four Code Administration divisions currently at City Hall will permanently relocate to 4850 Mark Center Dr.: Plan Review, New Construction, Property Maintenance and Administrative Services.
Additional major relocations are planned for January 2026, when City Council chambers will move to the Del Pepper Community Resource Center and the mayor, City Council, City Manager’s Office and Planning & Zoning will relocate to Tavern Square at 421 King St.
The renovations aim to repair aging building components, improve technology and accessibility, enhance security and bolster community engagement. The project has faced multiple delays and cost increases over the past decade, with costs growing from an initial $50 million estimate to over $100 million.
During the transition period, some services will be offered virtually or temporarily paused. The Department of Finance’s Real Estate services will be available virtually only from Sept. 24-26, with appointment-only services resuming Sept. 29. Code Administration services will have limited availability Sept. 25-26, with no appointments available for Plan Review or Administrative services, though New Construction and Property Maintenance services will continue as usual. All services are scheduled to fully resume Sept. 30.
Starting in January 2026, public tax counters will close in Old Town, with walk-in service for all tax matters only available at the West End Branch Office at the Del Pepper Community Resource Center. Most tax transactions can be completed online at alexandriava.gov/Finance.
The city announced its first project labor agreement for the renovation in September, a $35 million contract with Grunley Construction Co.
