Public hearings on fees, permits; City Council also eyes police oversight changes, budget add/deletes on April 22

The Alexandria City Council is preparing for its April 22, 2025, legislative meeting, which has a packed agenda that includes public hearings on stormwater utility fees and residential parking permits, as well as special recognitions and updates on economic development.

The meeting will begin at 6:15 p.m. with an executive session to discuss investment of public funds, followed by two public hearings and the regular meeting agenda.

Council members will consider amendments to the city’s stormwater utility fee ordinance, which affects Section 5-6-233 of the City Code. The proposed changes to Chapter 6 (Water and Sewer) would modify regulations related to stormwater management in the city of Alexandria.

A second public hearing focuses on potential changes to residential parking permit regulations. The council will review amendments to Section 5-8-77 of the City Code regarding the issuance and associated fees of parking permits in designated districts. The proposed parking permit changes come with several supporting documents, including a map of residential permit parking zones, historical information on permit fees, and a comparison of permit fees in neighboring jurisdictions.

During the recognition portion of the meeting, the council will present proclamations for Alcohol Awareness Month and to honor Alexandria’s Poet Laureate Zeina Azzam for her contributions to the city.

Council members will deliver oral reports from various regional boards and commissions, including updates from Mayor Alyia Gaskins on the Council of Governments Board of Directors and the Northern Virginia Transportation Authority. Additional reports will come from council members serving on the Eisenhower Partnership Board, the Regional Transportation Planning Board, the Library Board, the Alexandria Transportation Commission, the Stormwater Advisory Committee, and the ARHA Redevelopment Work Group.

The action docket includes consideration of an application for the 2025 Virginia Department of Emergency Management Radiological Emergency Preparedness Program grant and review of the draft City Fiscal Year 2026 Action Plan for Housing and Community Development.

An Economic Development Update is on the docket as an Oral Report from the City Manager.

Among the more significant items on the agenda is the introduction and first reading of proposed changes to ordinances governing the Independent Policing Auditor and the Independent Community Policing Review Board. The proposal includes several supporting documents, such as a complaint investigation flow chart, subpoena FAQs, and a sample auditor report.

The meeting will also feature a preliminary Add/Delete work session related to the fiscal year 2026 budget, allowing council members to propose additions or deletions to the city manager’s proposed budget.
