According to a project update released Friday, The Heritage at Old Town development is moving forward. Construction at 505 S. Alfred St. will begin in the second quarter of 2025. The development, known as Block 4, will include 310 apartment homes and more than 14,000 square feet of amenity space.
Construction is expected to continue through the third quarter of 2027, extending the timeline previously established for the project. The development team attributes the extended timeline to permitting impacts.
“We are pleased to announce the construction at 505 S. Alfred St., also known as Heritage at Old Town – Block 4, is moving forward,” states the update sent to subscribers who signed up on the project’s website.
The construction site will be secured with a locked fence and monitored 24 hours a day, seven days a week. Construction hours are scheduled from 7 a.m. to 6 p.m. Monday through Saturday, with Saturday exterior work beginning after 9 a.m.
Jair Lynch Real Estate Partners (JLREP) purchased the fully entitled development plans for The Heritage at Old Town in December 2021. According to the project’s website, the redevelopment will be completed in three phases, with Block 4 representing the first phase.
The Block 4 building will feature rooftop terraces, a courtyard pool, and two levels of below-grade parking. This phase also includes developing the western portion of Wilkes Street Park between Blocks 1 and 4. Phase 2 will focus on Block 1, with plans for 288 apartment homes and 8,000 square feet of amenity space. Like Block 4, this building will include rooftop terraces, expansive outdoor areas, and two levels of below-grade parking. The final phase will complete Block 2 and the eastern interim portion of the Wilkes Street Public Park. According to project information, the park will be finalized on the east side by the future Block 3 developer.
In accordance with the federal Housing Assistance Program, 140 of the newly built apartments will be targeted for HAP-eligible families who previously lived at The Heritage at Old Town. These apartments will be interspersed throughout the two new buildings. An additional 10 apartments will target families eligible for the Housing Choice Voucher Program.
The Heritage project received zoning approval in the Fall of 2022, which included final massing, height, unit count, and exterior elevations. The City Council approved the Master Plan Amendment, Rezoning, Development Special Use Permit, Transportation Management Plan, and Coordinated Sign Plan in February 2021. The Board of Architectural Review appeal was approved in November 2021.
