Notes: New laws covering towing, highway fines and more go into effect today

New laws around Virginia passed during the 2024 legislative session of the General Assembly are set to take effect starting today (Monday).

The Fairfax County government website offered a good look at some of the notable ones that could affect localities around Virginia, including:

  • Access to Polling Places: New legislation clarifies that individuals with a disability (not just physical disabilities) can vote curbside and poll workers are required to receive training on disability access
  • Transportation Safety: The new law creates a fine of up to $300 for any moving violation in a highway work zone for the first offense, up to $500 for the second offense, and if a third offense occurs within a 12-month period: $750
  • Towing: Several laws are more restrictive about towing, from one requiring towing operators to give residents in multifamily dwelling units at least 48 hours notice prior to towing their vehicle as a result of expired registration or inspection
  • Virtual Meetings: New legislation increased the number of virtual meetings public bodies may convene to no more than 50%, up from no more than 25%. This does not apply to local governing bodies, school boards, planning commissions, architectural review boards, zoning appeals boards, or boards with authority to deny, revoke or suspend a professional or occupational license.
