CSX Transportation (CSXT) is soliciting a Request for Proposal to support the Alexandria Fourth Track Project, including site civil work, bridge and retaining wall work, drainage work, grading, track work, and support of track work by CSX forces, in the City of Alexandria and Arlington County, VA.

A mandatory pre-bid meeting will be held on July 22, 2025 at 8:30 am ET. Contractors who are attending the pre-bid meeting shall notify the CSXT contact, Mr. Brett Sanders, at [email protected] (cc [email protected]) by 12:00 noon July 21, 2025 and include number of attendees. After notice has been received, the contractor will then be provided with full bid documents (available June 30, 2025).

Construction bids will be due August 19, 2025 at 12:00 noon ET.

All RFIs and questions will be sent via e-mail to LaMont Jones, [email protected]. The last day for RFIs will be August 8, 2025 at 3 pm ET. NTP is anticipated in October 2025 and construction completion will be December 31, 2027.

CSXT reserves the right to accept a proposal or reject any or all proposals.

A public hearing regarding these plans is scheduled for Friday, July 25, 2025, from 4:00-5:30 p.m. at DHS located at 2100 Washington Blvd. lower-level auditorium Arlington, VA 22204. City Invites Public Comment on Two Local TMDL (Total Maximum Daily Load)

Action Plans

The City’s Municipal Separate Storm Sewer System (MS4) General Permit regulates discharges of stormwater from the City’s system and is issued by the Virginia Department of Environmental Quality (VDEQ). The permit requires the development and implementation of Total Maximum Daily Load (TMDL) Action Plans to assess and outline reduction strategies of pollutants that may enter local waterways.

The Bacteria TMDL Action Plan addresses sources of bacteria for the Hunting Creek, Cameron Run, Holmes Run, and Four Mile Run. The Tidal Potomac PCB TMDL Action Plan addresses legacy Polychlorinated Biphenyls (PCBs) as most new sources have been controlled.

The current action plans are publicly available at alexandriava.gov/go/2717. The deadline for public comment is Friday, April 18, 2025. Comments submitted by mail must be postmarked on or before this deadline.
