More details have been released on the alleged arrest of a Washington, D.C. man facing multiple charges of simulated masturbation and indecent exposure in Del Ray and Old Town.
Marc Christopher Westbrooks, 40, has been held without bond since his August arrest on four misdemeanor counts of indecent exposure and six counts of simulated masturbation with the intent to be seen. He’s being represented by the public defender and goes to court for a jury trial starting on Tuesday, Jan. 20, 2026. More on the incidents from a recently unsealed search warrant affidavit are below.
The incidents occurred between June 12 and July 12. In each incident, the suspect was described as a heavily built, medium-skinned Black male, between 5-foot-10 and 6-foot-1, wearing dark clothing and between 30 and 45 years of age. Below are details of multiple incidents from the search warrant affidavit.
- On Thursday, June 12, a female juvenile reported that around 6:55 a.m., she was running in the 1400 block of Mount Vernon Avenue and saw a man in an alleyway exposing his genitalia. The suspect wore a dark hooded sweatshirt and dark shorts.
- On Thursday, June 12, a woman reported seeing a man in a black hoodie, black shorts, and black sunglasses/goggles masturbating in an alley in the 2100 block of Mount Vernon Avenue.
- On Tuesday, June 17, an adult female reported that at around 6:15 a.m., she was running in the 1400 block of Mount Vernon Avenue and saw a man in a black shirt, black sunglasses, a black face mask, with blue shorts around his ankles jump out from behind a red Jeep Wrangler in a driveway and expose his genitalia.
- On Tuesday, June 17, an adult female reported that at around 7:45 a.m. she observed a man wearing a black hooded sweatshirt, black sunglasses, a black face mask, with blue shorts exposing himself.
- On Wednesday, June 25, an adult female reported that just before 6 a.m. she was running with her dog when she saw a man in a tan beanie, gold-framed glasses, a dark hoodie and no pants or shoes exposing himself and masturbating in a front yard in the 200 block of Commonwealth Avenue.
- On Wednesday, June 25, an adult female reported that at around 6:30 a.m., she saw a man wearing a black hoodie with black shorts, black socks and black tennis shoes exposing himself and masturbating in an alleyway in the 300 block of E. Glendale Avenue.
- On Thursday, June 26, an adult female reported that just before 6 a.m. she was running in the 2100 block of Mount Vernon Avenue when she saw a man wearing a blue short sleeve shirt and blue shorts in a lawn area exposing himself and masturbating.
- On Monday, July 7, an adult female reported that at around 6:30 a.m., she saw a man in a black hoodie, a black face mask and black pants exposing himself and masturbating in the 1000 block of Oronoco Street in Old Town.
- On Saturday, July 12, an adult female reported that at around 6:45 a.m., she was walking her dog when she saw a man in a black hoodie and black shorts exposing himself in the 700 block of S. Washington Street in the front yard of a condominium property
After reviewing video footage, investigators identified an orange Jeep Wrangler with D.C. tags as a vehicle of interest, according to the search warrant affidavit.
Additionally, a Flock Safety camera report showed the vehicle entering and leaving the city on June 12, June 17, June 25, July 7 and July 12 — all dates that offenses allegedly occurred, “as well as showing the listed vehicle within the surrounding/approximate geographic city block ranges of all nine reported offenses,” according to the search warrant affidavit.
Westbrooks is also a registered sex offender in D.C., and has been arrested for indecent exposure and public masturbation as far back as 2008 in Chicago, Illinois, as well as Montgomery County, Maryland, and Fairfax County, Virginia, according to the search warrant affidavit.
