Alexandria fire chief reports morale boost, staffing gains with new 49-hour work week

Morale and staffing are improving at the Alexandria Fire Department after a 49-hour work week was implemented, according to an annual presentation to City Council by Fire Chief Felipe Hernandez Jr. yesterday (Tuesday).

AFD implemented the 49-hour work week in October 2025, reducing weekly hours from 56 as a strategy to improve retention and recruitment. The department achieves the 49 hours with a fourth-shift schedule and “debit day” system. That means firefighters work a 42-hour work week and work an extra day every 24 days to average 49 hours weekly.

Public safety leaders and their counterparts from around the region reaffirmed a commitment to mutual aid today (Thursday) at the Alexandria Police Department’s Public Safety Summit.

The three-hour event was held at Virginia Theological Seminary, and attended by Mayor Alyia Gaskins, Sheriff Sean Casey, Commonwealth’s Attorney Bryan Porter, City Manager Jim Parajon, Fire Chief Felipe Hernandez, Jr, as well as officials from Alexandria City Public Schools and other city departments. Speakers included Arlington County Police Chief Andy Penn, Prince William County Police Chief Peter Newsham, and Stanley Meador, the Virginia Secretary of Public Safety and Homeland Security.

Alexandria Fire Chief applauds proposed shift to 46-hour department workweek

Alexandria Fire Department Chief Felipe Hernandez Jr. has expressed approval for an agreement between the city and the department’s union to reduce AFD’s workweek from 49 to 46 hours.

Hernandez says he’s on a mission to eventually reduce the workweek for his first responders to a 42-hour industry standard. Already this year, AFD has shifted from a 56-hour workweek to 49 hours, a move that was lauded by the International Association of Firefighters Local 2141, the union representing the Fire Department.

Alexandria leaders commemorated the 24th anniversary of the September 11 attacks on Thursday, Sept. 11, and reflected on the personal and societal impacts that followed.

Mayor Alyia Gaskins was joined by Sheriff Sean Casey, Fire Chief Felipe Hernandez, Jr., and Police Chief Tarrick McGuire onstage at Market Square in front of City Hall (301 King Street). Gaskins urged the audience to “remember the lives lost on 9/11 and to look forward with hope and a call to action for peace and a better world.”

Alexandria Mayor Alyia Gaskins and the new City Council were sworn into office on Thursday (Jan. 2), ushering in a new era of city governance with the new year.

Gaskins is the first Black woman to be elected mayor of the city. She stood alongside her husband and two children and took the oath of office from Clerk of the Court Greg Parks onstage at the Rachel M. Schlesinger Concert Hall and Arts Center (4915 E. Campus Drive) at Northern Virginia Community College’s Alexandria campus.

Cupcakes, music and fireworks punctuated Alexandria’s 275th birthday on Saturday.

It was a clear night for a party at Oronoco Bay Park (100 Madison Street) along the Potomac River. Mayor Justin Wilson and city leaders spoke onstage before handing out thousands of birthday cupcakes.
