Alexandria City Council considers Stormwater Fee increase for FY 2026

The Alexandria City Council is considering increasing stormwater fees. A public hearing was held during its Legislative Meeting on Tuesday (April 22).

Despite the opportunity for public input, no residents came forward to speak, and council members didn’t discuss the matter.

The ordinance was introduced and received its first reading on April 8. Following tonight’s public hearing, a second reading and final vote are set for April 30.

The proposed ordinance aims to amend the city code, raising stormwater utility fees for the upcoming fiscal year. If approved, the new rates would roll out in the following ways;

Section 1. That Section 5-6-233 of Article C of Chapter 6 of Title 5 of the Code of the 11 City of Alexandria, Virginia, 1981, as amended, be, and the same hereby is, amended as follows, 12 by deleting the language shown in strikethrough and adding the language shown as underlined: 13 14

Chapter 6, ARTICLE C – Stormwater Utility 15

Sec. 5-6-233 – Stormwater utility fee. 16

(b) The utility fee rate per billing unit for calculating the stormwater utility fee shall be set as 17 follows: 18

(1) For the stormwater utility fee bill due and payable on or before June 15, 2024 2025, the 19 utility fee rate per billing unit for calculating the stormwater utility fee shall be set at 20 $308.70 $324.10. 21

(2) For the stormwater utility fee bill due and payable on or before November 15, 2024 2025 22 and all bills thereafter, the utility fee rate per billing unit for calculating the stormwater 23 utility fee shall be set at $324.10 $340.30 annually. 24

Section 2. That Section 5-6-233, as amended pursuant to Section 1 of this ordinance, be, and the 25 same hereby is, reordained as part of the Code of the City of Alexandria. 26

Section 3. That this ordinance shall become effective upon the date and at the time of its final 27 passage.

This decision on stormwater fees is part of the larger FY 2026 budget adoption process. During the April 30 meeting, the council will approve the budget and tax rates for the upcoming fiscal year.
